The tuition classification law ("tuition law") sets forth conditions for a student being considered as "in-state" for purposes of tuition classification. The tuition law is contained in sections 23-7-101 to 104, and 23-7-105 of the Colorado Revised Statutes. Tuition classification is governed by Colorado statutes that apply to all state-funded institutions in Colorado. Because Colorado residency status is governed solely by Colorado regulations, lack of eligibility for in-state status in another state does not guarantee in-state status in Colorado. The tuition classification statute places the burden of proof on you to provide clear and convincing evidence of eligibility.
