Open Educational Resources in Colorado

Colorado is leading the way in Open Educational Resources (OER) adoption, which has been shown to foster innovation, reduce costs and boost student success.

Open Educational Resources (OER) are freely available online teaching and learning materials accessible to students, instructors and self-learners. Contained in digital media collections from around the world, including full courses, lectures, quizzes, classroom activities, pedagogical materials and many other assets. 

OER Grant Program

The Colorado OER Grant Program launched in 2018 with three years of funding from H.B. 18-1331, and then the program was expanded an additional five years through S.B. 21-215. The program The OER adopted, adapted, or created in the first three cycles of the grant program have saved Colorado students an estimated $20.5 million in textbook costs.

The 2022-2023 Colorado Open Educational Resource RFP closed on December 19, 2022. The next request for proposals will open in Fall 2023. Please OER@dhe.state.co.us with any questions regarding the OER grant program.

2021-22 Grantee Cohort #4

2020-21 Grantee Cohort #3

2019-20 Grantee Cohort #2

2018-19 Cohort #1

2023 Colorado OER Conference

The 2023 Colorado OER Conference will be held on Friday, May 19 at History Colorado in Denver. A limited registration pre-conference will be held on Thursday, May 18 and will be announced in April. Free registration for the conference will open on March 6.

This year’s conference theme is “Going beyond cost savings." At the 2023 conference we will explore the impact of OER beyond cost savings.

The Colorado OER Conference Organizing Committee invites proposals with a focus on the following areas:

  • Open pedagogy
  • Inclusion, Diversity, Equity and Accessibility through OER
  • Student Advocacy of Open education
  • Sustainability of Open education
  • Case study of Colorado OER grants
  • OER community building and engagement
  • Advancing student learning and involvement
  • Institutional or system wide OER promotion

2022-23 Colorado Open Education Resources Council 

In the 2017 session, the Colorado legislature passed and the Governor signed Senate Bill 17-258, which creates the Open Educational Resources Council. This statewide body is charged to develop a plan for resources to benefit college and K-12 students throughout Colorado.
