COSI's Matching Student Scholarship and Community Partnership Program - Postsecondary grants will undergo a redesign. In May 2023, the COSI Advisory Board voted to combine the grants into one program that will launch in July 2026.
The redesign is happening in four phases. We are currently in the Phase II: Planning & Development. During this phase, COSI will work with Third Sector to collect stakeholder feedback and determine the new program design. Currently, the only decision that has been made is that both COSI programs will be combined into one.
We'll continue to provide updates on this process and information about opportunities for stakeholder engagement on this webpage.

Program Redesign Grantee Session

The Colorado Opportunity Scholarship Initiative invites you to join us for a Grantee session focused on redesigning COSI's Matching Student Scholarship and Community Partner Program into the Joint Program.
COSI began Phase II of the program redesign in January 2024, and has been working with our partners at Third Sector (see below for more info) to define further parameters for the new Joint Program. During this 90-min session, you can expect:
- Updates from the March 20th COSI Board Meeting
- A roadmap of how grantees can provide feedback in the Spring and Summer
- An opportunity to ask clarifying questions
We will provide more details on the agenda closer to the session date. As a reminder, Phase II will be a year-long process focused on program planning and development. Your engagement and feedback continue to be vital in helping to shape the joint program.

Who is Third Sector?
Third Sector was selected as a consulting agency to facilitate Phase II of the program redesign because of our impactful work during Phase I - Discovery and Initial Recommendation. Third Sector, a national nonprofit, works alongside government agencies to provide technical assistance and provides recommendations to reshape policies, systems, and services for equitable outcomes for all people, regardless of race, background, or circumstance.
